The attached draft DCID, which was developed in light of the NSC action on certain of the recommendations of the Joint Study Groupecommendations, is circulated for review. We have been requested to place thia matter on the agenda ofebruary Board eeting.

Pursuant to directives of the National Security Council, Including. of National Security Council Intelligence Directivend National Security Council Action7 of1 (approved by the President onnd for the purposes of assisting the Director of Central Intelligence in coordinating the

intelligence activities of the United States Government throughout its

departments and agencies, and advising the National Security Council, there is herebyoordination Staff directed by the Assistant for Coordination under the Director of Central Intelligence.

The United States Intelligence Board members concerned shall

Jointly provide full time, qualified, senior Intelligence professionals

andersonnel for the Coordination Staff as agreed between the

members concerned and the Director of Central Intelligence. Coordination

Staff personnel shall be under the direction of the Assistant for

Coordination. The Staff shall be responsible only to the Director of Central Intelligence and separate from any operational responsibility of Individual departments and agencies.

The Director of Central Intelligence shall be responsible for providing travel funds, office space, supplies and related support for

the Coordination Staff- The departaenta and agencies designating members of the Staff shall be responsible for payment of salaries and related personnel costs, and for allied administrative matters on behalf of such members.

3. Functions

a. The Coordination Staff shall, in consultation with the heads of the intelligence or other appropriate components of the departaenta or agencies concerned:

leadership and initiative in thecooperative action throughout the United StatesIn identifying problem areas; resolvingimproving existing activities; developingnew intelligence programs and otherwise providing

b. Assist the Director of Central Intelligence in carrying out his responsibilities as Chairman of the United States Intelligence Board by:

aintaining familiarity with United States Intelligence Board committees end making recommendations regarding their organization and functioning.

(s) Making recommendations on matters dealing with the organization, operations and functioning of intelligence activities where appropriate.

eviewing plans, programs, budgets and expenditures involving intelligence considerations and making recossBendations regarding their relationship to assigned responsibilities of respective departments and agencies and allocations of manpower, funds, facilities and material.

Making recoesaendatlons as to the adequacy end effective integration cf plans and capabilities of intelligence activities for wartime readiness. k. Implementation

Any actions to Implement approved recommendations of Coordination Staff shall be the exclusive responsibility of the heads of the departments or agencies directly concerned.

PROPOSED POSITION AUTHORIZATIONS

COORDINATION STAFF

Assistant for Coordination. Appointed by the Director of Central Intelligence.

6 Intelligence Specialists (one each from Department of State,of Defense, Department of the Army, Department of the Navy, Department of the Air Force and the National Security Agency) to be appointed by the heads of their respective departments or agencies' with the approval of the Director of Central Intelligence from senior officers in civilian grade ofnd above and colonels or Navy captains of the military services. Subject to the desires of the Federal Bureau of Investigation, Atomic Energy Commission and the Joint Chiefs of Staff, their respective representatives may be included on the Coordination Staff, oriaison capacity.

3 Functional Specialists (one for resources, including manpower,

organization, methods, funds, facilities and material; one for clandestine collection and operations; and one for Intelligence production, overt collection, ELINT, COMINT and the intelligence applications of physical science) to be appointed by the Director cf Central Intelligence from senior officers of the Central Intelligence Agency in civilian grade cf GS-l? and obove und colonels or Navy captains of the military services presently detailed with the Central Intelligence Agency.
